A University was plagued by numerous leaking heat exchangers in their steam distribution system so they investigated the purchase and installation of a small sodium cycle condensate polisher.

After researching the options, the purchase was submitted and subsequently approved and then was quickly put on hold when bids came in too high due to the cost of fuel, steel and other matierals.

The only way to resurrect the project would be to reduce the cost by 20%.

Tasked with that charge, the University Utility Manager created a Value Engineering Team, comprised of the University, the condensate polisher manufacturer and the winning bid mechanical contractor.
